Mr. Hallagan serves as Senior Advisor to The Roberts Group and provides scientific consulting services to the flavor, fragrance, color additive and spice industries, including scientific and technical program management, safety assessment reviews, and report and publication development.

Through his own law firm, The Law Offices of John B. Hallagan, P.C., Mr. Hallagan provides the flavor, fragrance, color additive, and spice industries with a variety of legal services. He serves as General Counsel for The Flavor and Extract Manufacturers Association (FEMA) and The Research Institute for Fragrance Materials (RIFM).

Mr. Hallagan has served his clients in a variety of capacities during his twenty-eight years of service. He served as Scientific Director for FEMA for nine years during the 1990s during which time the flavor industry initiated several major scientific programs to expand the activities of the FEMA Expert Panel, and to work towards a global open positive list of flavoring substances. He currently serves as Legal Advisor to the FEMA Expert Panel.

Mr. Hallagan served as Scientific Director for IACM and managed the large safety testing program on certified color additives that the color additive industry completed during the 1980s. His work with the fragrance and spice industries has covered a wide variety of scientific and regulatory issues.

In addition to his law degree, Mr. Hallagan also has a degree in Zoology and extensive training in toxicology. He has published extensively on the topics of flavor and color additive safety, and food and color additive regulation, and has made numerous invited presentations to the Food and Drug Administration, the American Chemical Society, the National Academy of Sciences, the Institute of Food Technologists, and others.
